MLTM will reduce 124 thousand GHG emissions in the construction

The Ministry of Land, Transport and Maritime Affairs (MLTM) announced that it set the target for GHG reduction for 45 enterprises that should meet the target from 2012. The companies are designated as target management enterprises under GHG and Energy Reduction Target, which was first introduced under the Framework Act on Low Carbon and Green Growth (Enforcement Date: April, 14).

Target Management System: Set the target to reduce GHG emissions and energy consumption and improve energy efficiency for companies whose emissions exceed standard amount.

Designation Criteria: Companies that emit more than 125 thousand ton of CO2, consume more than 500TJ of energy. Businesses that emit more than 25 thousand ton of CO2 and use more than 100TJ of energy.

In the construction sector, 34 enterprises were designated including 13 hotels and discount stores, 14 hospitals and 7 commercial and public buildings.

In the transport sector, 11 companies were designated including 3 passenger transportation companies, 2 air companies and 6 rail operation organizations.

The Ministry held the explanation meeting and consultation with the abovementioned companies to set the projected emissions, permitted amount and the reduction target based on the lists of green housegas emission and energy consumption submitted by the companies, and introduced GHG and energy reduction target for 2012.

For the construction sector, the Ministry analyzed the lists of GHG emission submitted by companies and conducted a written survey to set the target for GHG reduction, and raised the targeted reduction rate for commercial buildings from 1.87% of national plan to 2.2%. This is to give a leading role to commercial buildings as they account for large amount of GHG emission nationwide.

For the transport sector, the Ministry set the reduction target at 0.89%. Transport companies whose emission will be under control are mostly public transit companies and thereby it was difficult for the Ministry to set higher target.

According to the MLTM’s target, CO2 emission will be reduced by 124 thousand ton by 2012, which is worth of 79.494 billion won in total and 1.766 billion won for each company.

The companies that have been notified as GHG reduction target management enterprises can raise a formal rejection within 30 days from the notification date and shall submit the implementation plan by the end of 2012. And they may submit reduction records by the end of March, 2013, to be assessed by the Ministry.

The Ministry will continue to monitor reduction progress of the companies to help achieve the reduction target.
