According to the 2009 national greenhouse gas emission statistics, released by the National Greenhouse Gas Inventory Management Council, total GHG emission in 2009 recorded 607.6million ton CO2eq, increased by 0.9percent compared with the previous year. GHG emission by energy sector accounted for the largest portion (84.9%), followed by industrial process (9.3%), agriculture (3.3%) and waste (2.5%). Among greenhouse gases, CO2 emission was the largest by 89% and CH4 (4.6%), SF6 (3.1%), N2O (2.1%), HFCs (1.0%) and PFCs (0.4%) followed it. Total GHG emission and the emission per capita have increased continuously but slowly, while the emission per GDP, which shows the efficiency of energy use, had been improved but was deteriorated in 2009.

It is assumed that the increase of GHG emission per GDP in 2009 was influenced by low rate of economic growth and abnormal climate, which caused fast-growing electric power demand. In order to realize decoupling of economic growth and GHG emission, it needs to implement the greenhouse gas and energy target management system and the emission trading system without any problems.

Based on UNFCCC, the national greenhouse gas emission statistics have been released by five fields ― energy, industrial process, agriculture, waste and LULUCF ― since 1998.
